ChatGPT ads are live. OpenAI started testing them in the US in February 2026, and in late September it said they were available in more than 60 countries. This guide covers who sees ads in ChatGPT, where they sit, how targeting and pricing work, and the one thing an ad cannot buy: a mention inside the answer itself.

Definition: ChatGPT ads are paid placements that OpenAI shows below a ChatGPT response, labeled as sponsored and visually separated from the answer. They appear for users on the Free and Go plans in markets where ads have launched, not on Plus, Pro, Business, Enterprise, or Edu. Advertisers buy them by impression or click through an auction. OpenAI says ads do not influence what the answer says.

Does ChatGPT have ads? Who sees them and who doesn't

Yes, on the Free and Go plans in markets where ads have launched. OpenAI's Help Center article on ads in ChatGPT sets out the rules:

  • Plans with ads: Free and Go. Plus, Pro, Business, Enterprise, and Edu accounts have no ads.
  • Under 18: no ads for accounts identified as under 18.
  • Ad-free spaces: Temporary Chats show no ads, and during the test ads don't appear in the ChatGPT Atlas browser.
  • Logged out: ads are limited to content appropriate for all audiences.
  • Europe: personalized ads are not initially available in the EEA or Switzerland.
  • Opting out: upgrade to Plus or Pro, or switch Free to an ad-free option with fewer messages per day and no image generation.

OpenAI's 60+ figure links to its advertiser availability list; it doesn't publish a separate list of where users see ads.

What a ChatGPT ad looks like and where it sits

Ads appear below the end of a response, labeled as sponsored and visually separated from the answer. There can be more than one unit, from one advertiser or several. According to OpenAI's advertiser basics, each ad carries the advertiser's name and favicon, a title, short copy, an image, and a landing page.

Users can dismiss an ad, see why it was shown, turn off personalization, and clear their ad data (removal can take up to 30 days). By default ChatGPT can't see the ads shown to you, but an Ask ChatGPT option lets you share one into the chat and ask about it.

Ads don't appear near sensitive topics such as personal health, mental health, and politics.

How ChatGPT picks which ad to show

OpenAI says the system picks ads by expected relevance and outcomes, using several signals, including:

  1. The context and intent of the current conversation.
  2. The ad's landing page, title, and copy.
  3. The advertiser's context hints and targeting choices.
  4. Basic context such as general location and language.
  5. With personalization on, signals from the user's wider ChatGPT use.

When several ads qualify, a relevance-weighted, second-price auction decides the order.

That is the big shift from search ads. On Google, keywords and match types drive matching. In ChatGPT, you give context hints (conversations, topics, or keywords your product fits), and the system decides whether a conversation matches. Hints aren't exact-match keywords and don't guarantee delivery.

Do ads in ChatGPT change the answers?

OpenAI says no. Its Help Center states that ads run on separate systems from the chat model and advertisers can't shape, rank, or alter ChatGPT's responses. Ads are paid placements, not endorsements. The rollout announcement frames the same rules as answer independence, conversation privacy, and choice and control.

On privacy, OpenAI says advertisers don't receive your chats, memories, or personal details, only aggregated performance data, and that it never sells user data to advertisers. If you message an advertiser through an ad, though, the advertiser sees the messages you send them.

One new format blurs the line. Sponsored Agents, announced September 16 and in a limited alpha with select advertisers, let a user open a labeled chat with a business's AI agent from an ad. OpenAI says that chat is separate from ChatGPT's independent answers.

So the answer text, meaning which brands ChatGPT names and in what order, is organic, and the ad is a separate unit underneath. Two things follow.

  1. Your ad can run under an answer that recommends a competitor. If ChatGPT names three rivals and not you, your ad sits below a recommendation for someone else. Seeing who gets named for your prompts is what competitor tracking is for.
  2. The Ask ChatGPT follow-up is organic too. If a user taps Ask ChatGPT on your ad, OpenAI says advertisers do not influence the response, so what ChatGPT already says about your brand shapes that reply. A Sponsored Agent chat is different: it's sponsored, not organic.

An answer either names your brand (Named), cites your page without naming you (Cited only), or leaves you out (Absent), and order matters: named first beats named fourth. OpenAI says ads don't influence answers, so buying ads won't earn you a mention and pausing them shouldn't cost you one. Ads answer "can I be seen next to the answer?" Organic visibility answers "does the answer name me?" For a small brand the second usually comes first: an ad under an answer that recommends three competitors is an expensive way to be the fourth option.

How to run ads on ChatGPT: Ads Manager, cost, and minimum spend

There are three ways to buy: OpenAI's Ads Solutions team for managed campaigns, agency and technology partners (OpenAI names dentsu, Havas Media, Omnicom Media, Publicis Groupe, and WPP among its agencies), or the self-serve Ads Manager, in beta at ads.openai.com. A ChatGPT Ads Manager app also lets eligible businesses set up and manage campaigns from inside ChatGPT.

Self-serve is open only if the business that advertises and gets billed is based in a country on OpenAI's Ads Manager availability list; the country of your ChatGPT account doesn't count. The setup flow:

  1. Create an Ads Manager account with your business details.
  2. Pass verification (through Persona) and account review. Reviews run in a rolling queue and can take a while.
  3. Add billing and a credit card.
  4. Create a campaign (objective, budget, dates, countries), an ad group (context hints, bid), and an ad.

Campaigns don't deliver until every step is complete.

ChatGPT ads cost and pricing

OpenAI's advertiser basics describe three objectives:

  • Views: billed per impression (CPM).
  • Clicks: billed per valid click (CPC).
  • Conversions: delivery optimizes toward one standard conversion event, and you choose to be billed per impression (in beta) or per valid click. You never pay per conversion (OpenAI).

By default, eligible new ad groups use Maximize results, which sets bids automatically within your budget. You can switch to a manual max CPM or max CPC bid. For manual CPC, OpenAI recommends starting at $3 to $5 per click. The auction is second-price, so a max bid is a ceiling, not the price you always pay.

OpenAI does not publish typical CPMs or CPCs by industry. The numbers you may have seen come from the early managed pilot: in April 2026, Digiday reported that CPMs had fallen from $60 at launch to as low as $25, and the minimum spend to join had dropped from $250,000 to $50,000. OpenAI's self-serve docs name no spend commitment; the minimum they state is the daily budget below.

Minimum spend and daily budgets

OpenAI's daily budget rules say the minimum daily campaign budget varies by market and currency, and the standard US minimum is $25. A daily budget is an average over 7 days: spend can reach twice the daily budget on a single day, but never more than 7 times it in a 7-day period. As an illustration, a $25 daily budget can spend up to $50 on a busy day and up to $175 in a week.

Before you launch

  1. Let OpenAI's crawlers in. You must allow OAI-AdsBot to reach your landing page, and OpenAI also recommends OAI-SearchBot (crawler guidance). A block in robots.txt, your firewall, or bot protection stops review, and ads that can't be reviewed don't run.
  2. Check your category. Read OpenAI's ad policies. For now, ads focus on consumer categories: household and consumer goods, local services, travel and entertainment, and digital products and education. Political ads aren't currently allowed, and finance, health, and legal services are limited to approved advertisers in the US.
  3. Set up conversion tracking first. Install OpenAI's pixel or send events through its Conversions API before you pick the Conversions objective. Without a conversion event, there's nothing to optimize toward.
  4. Write context hints that describe the conversations and topics your product fits. Keywords are allowed, but they aren't exact-match.

How to measure ChatGPT ads and organic visibility

Measure three things separately.

  1. Paid performance. Ads Manager reports impressions, clicks, spend, CTR, average CPC, average CPM, and conversions. Conversions come from the pixel or Conversions API, counted within the attribution windows set for the campaign. Per OpenAI's advertiser basics, impressions, clicks, and CTR refresh about every 15 minutes; spend can lag 7 to 8 hours.
  2. Paid vs organic traffic. Add static UTM parameters with a distinct medium, such as utm_medium=paid-chatgpt, to every ad landing URL; OpenAI says these persist on ad clicks. Organic ChatGPT visits usually carry utm_source=chatgpt.com, which ChatGPT adds automatically (OpenAI), so the distinct medium is what tells the two apart.   3. The answer itself. An answer can name you without sending a click, so traffic undercounts organic presence. Fix a set of tracked prompts your buyers ask, re-run each one on a schedule (answers vary between runs), and log Named / Cited only / Absent, appearance order, and which competitors appear. Not inside the answer, according to OpenAI. Ads sit in labeled units below the response, and advertisers can't shape, rank, or alter what ChatGPT recommends. OpenAI also says shopping product results in ChatGPT are selected independently and are not ads. So you can't pay for a mention in the answer. The exception to know is a Sponsored Agent chat: a labeled, sponsored conversation that a user opens from an ad.

How do I turn off ads in ChatGPT?

Upgrade to Plus or Pro, or switch the Free plan to its Ads-Free option, which has lower message limits and no access to some tools such as image generation. Go users would need to move to Free to use that option. Temporary Chats never show ads. Turning off ad personalization changes which ads you see but doesn't remove them.
